the chart shows ppg of .9 - .99 offer salary of 2-3m a season.. Am I missing something? Seems similar to the Trouba example

Ristolainen actually falls into the 'Bridge Contract' rule due to point: c) Production tier in most recent season has not been replicated in players recent seasons.
So his max term contract is only 2 years.
I should've explained it a bit better, but I used the average for Trouba because he's been up and down over his first 3 seasons. I also went UP specifically in salary (not keeping it down because of his most recent year) because I wanted a longer term (3 years) contract. If I was offering a 1-2 year contract, I would've stuck much closer to his most recent year.
Ristolainen is a different scenario since he has consistently improved since entering the league and has improved tiers each of his 3 years. Based on this projection, you would expect him to either stabilize at his highest point (1.2) or continue improving. In this case, and because of short term contract, more emphasis is placed on the most recent year (1.2) so he should be at that tier (5 mil per). Of course, you can offer a 2 year contract at a lower rate using his previous 2 years+3-year average as an argument, but it will ultimately be up to the league to decide (personally, I'd approve 1-2 years @ 4 mil since it's short term and is the first time he's posted that kind of season). Of course, that's my voting, other GMs may not share the same thought process.
My philosophy on re-sign voting (does not need to be shared by everyone) when determining contract: 1 - Most recent season performance 2 - 3-year performance (constant improvement, beginning to decline, stable) 3 - 3-year average performance 4 - 4-year average (when available)
1 and 2 I rely on heavily for shorter term contracts. For longer term, I use the first 2 plus points 3 and 4. I really rely heavily on the #s and try to keep personal opinion out of it as much as possible.
Just to be clear, I'm not counting this as an attempt and will be VERY flexible on this year's re-sign attempts as we come across different scenarios. Once we start having more re-signs it will become easier in the future to evaluate offers based on past approved contracts.

Hopefully that helps clarify things, will continue to offer explanations as more situations come up. I should've done a better job in fully explaining how I came to my Trouba offer instead of just a quick paragraph.
