Bertuzzi should be a section B player not a section A
20/21 - 1.56 FP/GP - 14 FP - 9 GP 19/20 - 1.20 FP/GP - 85 FP - 71 GP
Weighted average: 1.24 FP/GP - 80 GP
So based on the rubric I think this should be a bridge contract (max 2 years), sitting at around 3.75-3.8M

If you let him go to ufa, you're probably paying more
But it's my understanding the section B free agents are limited to 2 years because the sample size of the data is too small
But my understanding could be wrong, we'll see what the mods say here

I'd allow 4.5 per year for 4 years.
1 yr @ 3.5 2 @ 3.75
3 @ 4.25 4 @ 4.5
The rules say you can't go beyond 2 because of limited info, but if you give a significant raise than it can be considered.

Agree verbatim with Jeremy. While you are offering him in the range of his two most recent full seasons, he did not reach 41gp this past season, putting him in the bridge contract category. You can attempt a long term deal, but probably not at market value (inflation due to the extra years).
Section B - Players with less than 41 NHL GP in most recent season
1. Using the following template and fill relevant information for last 2 years. NOTE: for Weighted Average add the 2 seasons' total fpts together and divide by the combined total games
<Insert Player Name> 2015/2016: total fpts/ total # games 2014/2015: total fpts/ total # games Weighted Average fpts/game: combined total fpts / combined total games
2. Depending on your players total number of games in last 2 seasons, offer a bridge contract (max 1-2 year term)
a) If your player has less than 80 total games in last 2 seasons, offer a bridge contract with a contract valuation that you feel best represents the player b) If your player has 80 or more total games in last 2 seasons, offer a bridge contract within the range based on weighted average fpts/game from most recent 2 seasons
