Update to LTIR Eligibility

Had a few GMs approach me about this one and I like the prospect to help competitiveness for teams dealing with longer (e.g., 1 month or more) injuries to their players.
Currently the LTIR rule is only for players who have been announced to be out for the season. Once it's confirmed, a team can place their player on LTIR and open up a roster spot and 750,000 (league minimum) to replace them.
My proposal to change the rule is as follows:
- Time period changed from season ending to minimum 1 month (week-to-week and indefinite injuries also apply)
- Any player is eligible as long as they are expected to be out for that length (for example, day-to-day or 2 week injuries would not be eligible)
- The complete cap hit of the player is lifted for the duration of the injury plus 1 roster spot opens up. In Fantrax, the player will be placed in the minors to not count against the cap (and ease of administration)
- Teams can use that open cap (LTIR cap) to replace the player and remain competitive
- If the player returns during the season, teams have 72 hours (3 days) from the day the player plays to become roster/cap compliant. The
- If the player returns once the season ends and the team is not roster/cap compliant, they will have 2 weeks to become roster/cap compliant
- If a player surprisingly returns before the 1 month minimum, they will remaing on LTIR until their first game post-1 month. Regular 72 hours will apply
To keep track of LTIR, a new board will be created on the forum and GMs will post their LTIR submissions for approval by one of the mods. Once approved, the player can be moved to the minors (on Fantrax and Master Sheet). Once the player returns from injury, a mod will post in the thread when eligibility must be met and GM will confirm they are roster compliant.
If a team fails to become compliant within the above time periods, a penalty will be assessed depending on the gravity of the situation (illegal roster setting and no points accumulated, potential loss of draft picks, etc.,).
Before we implement this rule change, I'd love to have an open discussion on it as I do not want to institute this kind of change without hearing from our GMs. If you have any feedback, feel free to post below. It's open for feedback, interpretation and criticism. If there are no strong objections, then the rule will be applied effective immediately for the season.
