Due to the trend of the mostly Russian players entering the NHL many years after their ELCs at a higher level than most other prospects do, we are proposing a new rule for players that are drafted and their contracts expire prior to their NHL debuts or after less than 2 qualified seasons.
If a player that fits this criteria is on your team (0 gp - 120 gp over 2 seasons) and becomes an RFA/UFA with high expectations or results you will be able to re-sign the player to a 1 yr 1.9 M offer that does not count as a re-sign. This can only happen once per player. Does not include players that were signed as free agents in our league, drafted only.
Please vote yes or no ASAP as we're trying to institute this rule immediately.

Sounds very fair. Despite throwing a spanner into my forecasts this year, this will serve the league well moving forward and remove subjectivity.
